Biography:

Dr. Luo Haiyuan is Associate Professor and master supervisor of the School of Government, Central University of Finance and Economics, and Deputy Director of the Department of Public Utility Management.

He graduated from Renmin University of China, majoring in Public Organization and Human Resources.

His research interests include human resource development and management, and public sector performance management. The main courses are "Public Management", "Organizational Behavior", "Public Sector Performance Management" and "Public Sector Human Resource Management".

He has published more than 30 monographs and papers, such as "Assessment and Evaluation of Leading Cadres of the Party and Government" and "Research on the Selection and Appointment System of Leading Cadres of the Party and Government".
